| dc.description.abstract | Esta investigación busca indagar cuál ha sido el proceso de gestión que ha realizado el Estado colombiano durante estos últimos veinte años en materia de promulgación de políticas públicas, normas y acciones eficaces que garanticen los derechos de esta población víctima. Se hará un análisis especial de las personas que tienen derecho al reconocimiento de la Pensión Especial de Invalidez para Victimas de la Violencia (1997) y que actualmente (2017) se conoce como Prestación Humanitaria Periódica para víctimas del Conflicto Armado. | dc.description.abstract1 | This research seeks to find out what has been the management process that has been carried out by the Colombian State during the last twenty years in terms of the promulgation of public policies, norms and effective actions that guarantee the rights of this victim population. A pecial analysis will be made of the people who have the right to recognition of the Special Disability Pension for Victims of Violence (1997) and which is currently (2017) known as the Periodic Humanitarian Benefit for victims of the Armed Conflict.
